The focus was placed on an analysis of the relationship between their actions and the dynamic statistics . I carried out a questionnaire survey covering all 41 municipal governments in A prefecture. The questionnaire was sent and collected by mail during the months of March and April 2007. Thirty-seven out of 41 governments responded（ response rate: 90.2％）. 66％of responding governments answered that they specified some father support programs in their action plans. Prenatal classes for fathers were the most common example followed by “making, playing, eating,” workshops.
