Qualitative changes in university education are also necessary. Under such circumstances, all universities and colleges that have teacher-training programs are working on the task, “How we can train a student as professional teacher?” The aim of this article is to clarify new methods of teacher training by reconsidering the relationship between improvement of abilities and quality assurance in teacher training. As a result, we identify the following: (1) To respond to drastic changes in the social environment, teachers need to be able to reflect on their own practices more than they need to have specific teaching techniques. However, from the standpoint of quality assurance, it is more important for teachers to have specific teaching techniques than for them to be able to reflect on their own practices.
